7.23 was one of the biggest patches Dota has ever received. As such, it comes as no surprise that Valve had to release the first subpatch for the main patch rather quickly.
In 7.23a, Valve has tweeked the way the neutral item drops work:
- Neutral drops will now always drop only 3 items per tier, rather than having a chance to get more
- Neutral drops no longer have an end period in terms of when they can drop, just a start period (now 5/15/25/40/70). Higher tier items will always roll first
- Neutral drop rate changed from 10/5/2.5/1.25/etc to 9/6/3
On top of that we also get changes to some of the crazier items included. Mirror Shield, for example, no longer has a 75% chance to block and return every spell, instead it has a 4 second cooldown. Still a good item but maybe not as overpowered.
As for hero changes, we saw both Snapfire and Void Spirit get som buffs, with the former recieving the most love from the devs. Meanwhile both Ursa and Crystal Maiden received nerfs.
