It's a typical losing game of Dota. Pudge lost mid to Viper, the enemy Void got his levels in the offlane, and your Bloodseeker got a bunch of farm but couldn't win fights. You're respawning after losing a fight at your own barracks when the Bloodseeker speaks up in all-chat.
"Report Pudge". Maybe he adds something about feeding.
It seems innocuous enough. But the motives and consequences of that statement are rotten.
Motives Why would a player ask for a report in the first place, rather than just reporting? Maybe they're just out of reports when they see something genuinely report-worthy. Or maybe they think the breach is so bad that just one report would be insufficient. But the former case implies that the requester has already made 6 bad reports this week, so their judgment shouldn't be trusted. And in the latter case, someone else surely would have dropped a report anyway.
Furthermore, if they even give a reason, it's often either a vague 'feeding' notice or outside of any of the three official report categories. And even then, I've seen players lie about feeding being intentional, or at the very least, severely mis-assess it.
But that doesn't mean there's no reason. Reports are the power to punish someone. To request a report is to tell 8 other people to punish their teammate, often the weakest player in the game.
Report requests are a form of bullying. Their purpose is to elevate the social standing of the requester at the expense of the victim.
How to respond Don't report the victim. Don't ever request a report, except maybe in the form of telling someone which player's buying couriers to feed, after they ask you. Ignoring the situation is not great either. Sometimes you're busy playing and don't have a chance to respond. But the victim can't tell the difference between silence and a report. The correct response is to threaten to report the requester. A report request for bullying purposes is abusive communication, so tell them so. Silently filing a report is less effective; it might mute them, but it won't change their behavior and it certainly won't help the current victim.
Finally, these things are not grounds for a report: *Bad strategy *Bad execution *Getting caught out of position a lot *Stealing kills and/or CS *Picking Techies, the 4th carry or whatever is popular to hate right now *Being unambiguously at fault for losing your team the game, as long as it's due to incompetence.

Honestly, I usually report the guy asking for people to report someone. In general, the guy asking for reports is usually the big mouth who has been verbally abusing everyone the whole game anyway, and 95% of the time they are just picking on the most incompetent player that game who as you said, usually doesn't deserve to be reported.

I thought the report function was to report players in ranked mmr captains mode that gave up and start force staffing their team mates into bad positions on purpose. Not players playing All Practice(all pick) and trying out new hero's O_o

quantity of reports don't matter anyway. If you really want someone punished bait them in to racial slurs in their nerdrage moment lol. otherwise you're just wasting your report quota.

You do know that being bad at the game is not a reportable offense for Valve right? Get your MMR higher if you wanna only have people that know what they're doing at all times to play with you. Oh wait, even at high MMR this won't happen, this is DotA and people suck. Also, why all the mindless hate, makes you look like you just got into high school.

All this talk about reports made me click on report instead of quote.
OT: I tried arguing with guys which were asking to report people who just played terrible in a game. I gave up on that long ago because if someone really asks you to report someone for something that is totally not a valid reason (like the stuff in the op) they are probably so mad already that any reasonable argument is totally lost on them.

I recall a game in which a last pick 4th carry skeleton king (long may he reign) took my lane (a randomed 1st pick ember) and fed for the first half of the game. Calls for reports abound.
As we reached late game my lack of farm dropped me to dead weight and old skele carried us to the win. All was forgotten and the report caller ended up baying for my blood instead.
Report callers are indiscriminate fools raised in a blame passing society. They are to be pitied.

Maybe Valve should allow reporting on players' parents.
Edit: I think OP has a great message. The bullying factor should be mitigated by standing up for the bullied person.

Getting rid of my weekly reports most of the times takes me about 3-4 games.
So ~6 days a week i'm totally immune to the "Report pls" crowd :p

It's kinda hilarious how many people don't realize that only one report per game counts
I usually just instamute people who start spamming "report xyz" if I don't already have allchat disabled. That's the "correct" response I think
